James "Bud" Bottoms sculpted the harbor seal pup, which makes up the main portion of the fountain. He is a resident artist of Santa Barbara and is famous for his dolphin sculpture at the entrance of Stearn's Wharf. He chose the harbor seal pup for Carpinteria because there is a harbor seal rookery by the Carpinteria Bluffs.
